Advocacy
African Monitor is an organisation that monitors for evidence-based advocacy. Advocacy is therefore our core area of focus whilst all the other programmes are aimed at feeding into our advocacy work.
Our target audience
African Monitor targets African governments, their development institutions and their donor partners to promote policy, approach and practice change. AM may work with and through other institutions to achieve this goal. For instance, AM activates African grassroots constituencies to monitor and advocate for the changes they want to see through direct interaction with their own governments.

- AM gathers grassroots monitoring data that measures the extent to which grassroots needs are met; and develops an evidence-base of the various ways in which the African Moment can be unlocked for grassroots communities. In order to gather such data, real-time evidence is gathered through engagement processes such as poverty hearings and citizens’ consultations; tools to measure grassroots focus are developed and used; and the allocation and use of development resources by African governments and their development partners is tracked.
- African Monitor activates African grassroots constituencies (particularly youth and faith communities) to actively take responsibility for holding African governments accountable through monitoring and advocacy.
- African Monitor develops and promotes policies, approaches and practices in various areas of development which ensure that resources are allocated towards sectors and interventions that substantially improve the lives of the poor by creating access to sustainable livelihoods and economic opportunities.
- African Monitor is also a ‘go-to’ grassroots agency. Through its products and services, AM aims to be the ‘go-to’ organisation for grassroots-focused evidence, which effectively influences policy and practice for the benefit of grassroots communities in Africa.
