Request for proposals: Measuring For Development Results (MDR)
The African Monitor in an effort to drive the implementation of the Accra Agenda for action (AAA) on aid effectiveness. It is piloting the implementation of the Accra agenda for action, particularly by promoting accountability and transparency in the use of development resources. This exercise sees to account the development result of development projects. The African Monitor is an independent continental body set up to act as a catalyst to monitor development funding commitments, delivery and impact on the grassroots, and to bring strong additional African voices to the development agenda. African Monitor aims to bring together targeted monitoring of development commitments to Africa and including grassroots monitoring of development performance in key sectors. The African Monitor is looking for a suitably qualified organization or individual(s) to carry out an impact evaluation for 8 projects in four African countries.
Description of the Activity
The African Monitor is developing of systems of measuring development results of the Aid financed development project to feed its annual publication, the Development Support Monitor (DSM). This project seeks to evaluate the effective use of development aid in delivering results. Thus, the envisaged project will cover the following:
Duration of the activity
The project will be over a three month period, from March to May2010 and is to be submitted on 30 May, 2010.
Grant:
Successful candidates will awarded a grant equivalent to a US$5000 to undertake the project

- Identify aid financed development projects in agriculture and food security, health, education, and water and sanitation.
- Track the delivery (disbursement of ODA) of aid as per commitments, the outputs of the project, and its outcomes.
- Evaluate the development project based on the three evaluation criteria that is relevance, effectiveness and efficiency
- Geographic Focus of Proposed Activity
- This RFP solicits proposals to measure development results in four African countries namely in Mozambique, Rwanda, Ghana and Cameroon.
